Streetlights history: from Catalan Society of Gas to Barcelona Energy

We have all seen in movies those oil lamps or candles lighting the streets of cities, but when is street lighting modernized in Spain? What was the first public tender to manage this facility? In Letter Engineers we recently arrived at Barcelona City Council and we have found very interesting data.

We must go back to the nineteenth century, namely the year 1826, so that in Barcelona lights as street lighting system the first gas lamp. According to historians, it is the first time that the streets are lit enough to not feel unprotected.

The City Council of Barcelona convened in 1841 a public lighting contest won by a French industrial engineer. This one founded two years later the company Catalan Society for gas lighting. We currently know it as Naturgy or, the most backward, by Gas Natural Fenosa. As a curiosity, to comment that the street lighting service comes to Barcelona before running water to homes.

During the twentieth century, with the discovery of electric light, began the decline of gas lights since this new system was much cheaper, comfortable and durable. The gas discharge lamps arrive in which, through electricity, the luminescence phenomenon is achieved. One of the first gases used is mercury vapor which, for those who do not know, emits with a wave in which the ultraviolet predominates. Later improves efficiency in street lighting with the arrival of sodium vapor and its characteristic orange color. A few years ago, and it entered the new century, break into the LED technology in street lighting.

Because of the energy transition we live currently marketing energy undergoes radical changes daily. For more than 20 years, the electricity sector in Spain has been liberalized and, nevertheless, it has not been an effective Law as such. Therefore new models to appear Energy Barcelona have emerged. Management and control of public lighting in Barcelona City – AWARDED

Letter Engineers is awarded the service of management and control of public lighting of the City of Barcelona for 4 years.

Technical Assistance and Management of Public Lighting

The object of the contract is double: to be technical assistance in support of the operation of the control system as well as manage and optimize energy consumption.

Barcelona City Council decided in 2016 for a new centralized control service for its public lighting. The control is based on monitoring and supervision through a platform that integrates all the energy and maintenance aspects. Since 2018 this service will be managed by Letter Engineers and Bettergy, who will work closely with public lighting services of the City Hall. If everything goes well the company intends to be at least until 2022, since it is a contract extendable in 2 + 2 years.

Currently the scope of the contract consists of 2,909 command centers of which 60% of them are remote managed. The vast majority of them communicate with radio technology through 6 receivers, although there is also point-to-point management. In addition, in recent years they have been adding energy-saving measures such as flow regulators and LED lamps with different levels.

One of the most innovative systems in which we are working is the dynamic control of luminosity from lux measurements every 15 seconds. System implemented for years and that will be refined in the next.

Now Letter Engineers manages the public lighting of two of the largest and most emblematic Spanish city halls: Barcelona and Palma de Mallorca. Recall that we were awarded the contract to Palma in 2015 for a total of 4 years ending next year. With all this, the company strengthens and consolidates as the national benchmark in the efficient management of public lighting.

Letter Engineers company responsible for carrying out the work of “Energy audit and technical memory of the actions to be taken in buildings of municipal ownership in the town hall of Talavera de la Reina”.

Award to Letter Engineers: Contract requirements

As was already mentioned, Letter Engineers has been the company Awardee to carry out the Energy Efficiency project in several buildings in the municipality of Talavera de la Reina.

As an indispensable requirement for the Town Hall, it is that the results obtained from these Audits serve as the basis to fulfill the aims of the Feder Castilla – La Mancha Operational Program 2014-2020.

For this, Letter Engineers will perform the works according to the PROTOCOL ESTABLISHED BY THE BOARD OF COMMUNITIES OF CASTILLA – LA MANCHA.

The social center, the sports hall or the fire station (among others) are the buildings in which the technical team of Letter Engineers will analyze, visit and study in detail all the facilities and equipment consuming energy. The aim is to propose a series of measures in line with the building energy saving, its use and its current situation.

What is an Energy Audit?

An energy audit is an analysis that allows us to know the mode of working, operation and performance of existing facilities, in this case, in a public building of municipal ownership, the state of its components, energy consumption and corresponding operating costs , with the aim of:

  1. Improve energy efficiency and energy savings of these facilities
  2. Adjust and adapt these facilities to current regulations

What technical means are necessary to successfully develop this contract?

The energy audit to be carried out and the team of Letter Engineers designated for it, complies with the provisions of RD 56/2016, of February 12, which transposes the directive 2012/27 / EU of the European Parliament and the council, of 25 October 2012 on energy efficiency in terms of energy audits, accreditation of service providers and energy auditors and promoting efficiency of energy supply, especially Article 8 thereof.

The next day, April 10, 2018 will be the Call 2018 for the selection of Climate Projects, referring to projects to reduce CO2 emissions in Spain in diffuse sectors whose emissions reductions can be acquired under the FES-CO2 Carbon Fund.

Aid Program: Climate projects

The Climate Projects of the Carbon Fund for a Sustainable Economy (FES-CO2) are projects to reduce emissions of Greenhouse Gases (GHG) developed in Spain.

The Climate Projects, promoted through the FES-CO2, are designed to mark a path of transformation of the Spanish productive system towards a low carbon model.

The climate projects will be located in Spain and will be developed in the so-called “diffuse sectors” (not subject to the European emission trading scheme), such as the transport, agriculture, residential or waste, among others.

The reductions of emissions acquired through the FES-CO2 will require the fulfillment of a series of requirements, among others, those established in article 7 of RD 1494/2011, of October 24, which regulates the Carbon Fund for a Sustainable Economy:

  • Be additional to those derived from the sectoral regulations established in the current legislation that apply to them.
  • Proceed from facilities and sectors not subject to the emissions trading scheme.
  • Be measurable and verifiable, so that they are reflected in the inventory of greenhouse gases in Spain.
  • They will be calculated in accordance with methodologies to be approved by the Governing Council.

There are two types of Climate Projects:

It corresponds to the project that includes one or several defined activities, with a specific start date for each of them.

It corresponds to an expanded approach to project that includes several activities that are progressively added to the program, allowing similar activities and are distributed in different geographical areas of Spain, can be grouped into the concept of a program. In addition, under this concept of program, the gradual adhesion of activities that fit into a common denominator is allowed, that is, they propose the same type of action.

The documentation will be updated at the time of opening of the call. In this way, on April 10 we will inform you again.

Ayudas para instalar WIFI en los edificios municipales: Iniciativa WiFi4EU

El proyecto WiFi4EU está destinado a los ciudadanos de la UE y a los visitantes para poner a su disposición Wi-Fi gratuito en espacios públicos como parques, plazas, edificios públicos, bibliotecas y centros de salud en la UE. Los municipios y las empresas de instalación de Wi-Fi podrán instalar los puntos de acceso Wi-Fi utilizando el bono de la UE.

Para solicitar las ayudas, los municipios interesados deben primero inscribirse en el portal www.WiFi4EU.eu. A mediados de mayo de 2018, se abrirá la primera convocatoria con un primer lote de 1.000 bonos WiFi4EU de un valor de 15.000 €. Los bonos se adjudicarán por orden de presentación de las solicitudes.

Los municipios (o asociaciones de municipios, que actúen en nombre de sus miembros) podrán inscribirse directamente en el portal WiFi4EU. Deberán facilitar información básica sobre su municipio, especialmente los datos de contacto de su representante legal y, si lo desean, los datos de una persona de contacto (normalmente, un miembro del personal) que haya sido designada para gestionar las inscripciones y solicitudes.

Cuando se inscriban como municipio, se requerirá la siguiente información, que no se publicará, salvo en lo que se refiere al nombre del municipio:

  • País y tipo de organización que se registra (municipio o asociación).
  • Información sobre el municipio: Nombre del Municipio, dirección oficial.
  • Datos del representante legal: Nombre y Apellidos, Correo electrónico
  • Datos de la persona de contacto, en caso de que esta no sea el representante legal: Nombre y Apellidos, dirección.

El proceso de inscripción será sencillo, de forma que todos los municipios puedan presentar la solicitud en la lengua que elijan sin necesidad de intermediarios.

NO se solicitará a los municipios ningún proyecto técnico ni información sobre la futura red Wi-Fi. Del mismo modo, NO necesitarán una evaluación preliminar de los costes realizada por un proveedor para poder realizar la solicitud del bono.

Se seleccionarán los municipios por orden de presentación de las solicitudes (NO de los registros). Se concederá un mínimo de quince bonos por país en la primera convocatoria. En la primera convocatoria, el número de bonos concedidos a cada país no será superior al 8 % del total de bonos.

El bono WiFi4EU cubrirá los costes de equipamiento e instalación de puntos de acceso a Wi-Fi que cumplan los requisitos del texto de la convocatoria y del acuerdo de subvención que se firmará con los municipios seleccionados. Los municipios seleccionados deberán abonar los gastos de conectividad (contrato de internet), mantenimiento y explotación del material durante al menos tres años.

También serán responsabilidad del municipio los costes vinculados al procedimiento de licitación (incluida la elaboración del pliego de condiciones), el establecimiento de las redes de retorno necesarias (por ejemplo, mediante la ampliación de la red) o el material adicional que no esté específicamente vinculado a los puntos de acceso a Wi-Fi (estaciones de recarga, mobiliario urbano, etc.).
